I have a couple of concrete water tanks that i want to paint. The surface has a lot of small holes which i would like to fill and make smooth. Can anyone suggest what type of fill i should use? Here a couple of pics.

you could use that "render paint". I've never used it but imagine it would cover those easily.

Any suitable exterior filler, head off to your local hardware. Grab premixed and trowel on

You can buy small bags of "patching cement" from the BIG GREEN SHED ( aka Bunnings )....cheap as chips and right for the job. :D

Non-shrinking grout (Lanco, $16/bag from Bunnies), mixed with Lanco 751 or 753 will give you a heavy-duty result. It sticks forever. However it's a hole-by-hole job. And may not be for drinking water.
