I have a cement rendered brick wall (sand finish) painted with I think a water based paint. I would like this to be white set. Can this be done over the paint. The paint seems to be very solid. Some people have said to bondcrete it first. So is it possible to white set over paint or does the paint need to be removed. If I need to remove the paint how should I do that. Obviously I don't want the white set to be chipping off over time.

You can, but need it will need a bonding agent.

What would you recommend using as a bonding agent?

Im not a solid plasterer so probably best to get clarification from a pro. I did a reno last year though where the plasterer used PVA glue as a bonding agent for the exact same purpose you are needing- white set over paint...
