slab prep, plate compactor problems

how do I stop the crusher dust from sticking/compacting to the underside of the plate compactor? It slows it down and leaves rutts in the freshly compacted surface.

sounds like too much clay content, what about a sprinkling of sand over the top first?

It does not do it when I let the top dry, but it is very dusty.
I did't add any water to it, just spread it out as delivered and then compacted it.
