    Default Stuck Shower flanges

All I want to do is replace the washers but I can't loosen the tap flanges in the shower, They're the domed kind but I can't budge them even when I try with a rubber glove on. Obviously I can't get behind them to use WD40 so what can I do? I don't want to damage the chrome and would welcome any advice.
