No, you need to remove those before you fit any trim around the edge. You need to have a clear gap between the floor and skirting to allow the floor to expand and contract.

You need to have some sort of beading to cover the gap between floor and skirting, looks seriously ugly otherwise. Only attach beading to the skirting, so no nailing or glueing to the floor. Once again you need to allow the floor to move.
