    Default Old paint lifting with new paint, how to fix??

    I am painting stairs in a 22 year old complex and they have been painted about 4 times before atleast.
    i have pressure cleaned all the loose paint off exposing about 4 layers of different colours now, the paint underneath looks nice and solid and not flaking, i have scraped it and its stuck well what remains of the various layers.
    I started painting it with berger jetdry non slip paint and now the paint that was nice and solid has started peeling at its edges and looks damn well crap.
    where do i go from here?? i cant remove any more paint than i have with a scraper or pressure cleaner and i have 100sqm of stairs that need painting and this is going to happen to them all i reckon.
    they need painting, but what paint do i use and how to prepare it??

    I think the paint thinners in the Jet Dry may be reacting with previous coatings.I would suggest clean up and prep again,then repaint with a water based paving paint.

    probably correct there, especially since they were put on in a lot higher strength than they should have been.
    I have solved the problem i am having by stirring the paint.
    Yes im stupid, i shook the can instead of stirring it.
    many hours later i stirred the 2 inches of thick pigment etc.. at the bottom on the can and mixed it through, then one coat covered it all instead of being transparent. will add second coat tomorrow but all fixed now. i will only make that mistake once. you can tell i dont do a lot of painting.
