Default Bathroom waterproofing - NSW requirements

Gday - I commenced a largish extension\renovation on a house in Sydney in 2000. Completed in 2002\3 but never got round to getting the final inspection done (dumb I know!). Anyway - trying to get it done now and the council guy asked for the termite, fire alarm and waterproofing certificate. I told them I had the termite and fire alarm, but did the waterproofing myself. He said I could do a stat dec to say it was done to the AS - but couldnt say for sure it would be OK with the inspector. My question is from when did it have to be done by a certified waterproofer? Even if I did have a certificate after 10 years what installer would still offer any warrantee? (Moot point I guess)

    And it doesnt leak...

Not sure about NSW rules but up here in Qld it's been common practice for many years, though any builder or owner builder can sign off to say the waterproofing met the standards, this means the builder will responsible for any defects or failures for the next 7 years.
Can't understand why they would be looking for a certificate when the work was completed 10 years ago, out of builders warranty period anyway.

    Good luck.
Growing old is compulsory, growing up is not.
