Question peeling paint on rendered house

Hi my house is 5 yrs old. It is rendered and the pad it sits on was peeling. I removed old peeling paint by scrapping and sealed and re-painted four months ago but in one spot it is bubbling. The rendering has weep holes but they dont go all the way through. Could this be stopping the moisture from escaping. Before sealing and painting I consulted with Dulux and used the correct products to do the job.

Clean out all the weep holes then leave it for a few weeks. What sealer did you use? Forget about the oil based sealers, they're useless.
