It's been 4 weeks. Can I still do a third coat of oil based? Is it too late to do a third coat of oil based deck oil on my deck. I did the 1st and second coat 4 weeks ago.

I think the op is asking if he needs to sand before another coat.
The answer is no, providing the deck still looks good and there has be no catastrophic failure, no boot marks, no tyre marks, elephant droppings, no hurricane dumped a ton of sand or dirt etc. if in doubt give a light wash with pressure cleaner, water only and wide nozzle. Let dry and oil away
