Default Painting over flaked paint layers

My first post here on what looks like a great forum.

My background - utter novice, but technically minded.

I'm about to paint an interior wall which has seen approx 10 coats of paint in it's 100 year lifetime. Much of it is very easy to flake off. I have been doing a bit of scraping and sanding to level off a few bumps here and there.

My question is how do you feather the edges where the paint has peeled off? This could be where all layers or only one layer has peeled off. I have heard of use of "spackling compound" on other websites to smooth out the edges. What's the best product to use that's easily bought in Australia?

    Cheers,

    Reno

3 in 1? Haven't heard of it. What brand?

I have otherwise been using top coat plaster (Boral in my case). This seems to be the best fine plaster to fill in layers measured in the microns.
