Default Sanding existing paint prior to painting?

I want to change the colour of my walls. I have heard I should give the walls a light sand prior to painting so that the new paint sticks better, but is this necessary given that the existing paint is in very good condition? Or will simply washing the walls down with sugarsoap be enough?

Also, is it still necessary once I start painting to lightly sand again between each coat?

I generally don't worry about sanding for new colours, providing your walls are clean and no rough spots...if you do want to sand, just do it very lightly, just to knock off any dags or paint drips...the purists may disagree...but can't see any point.

Just a quick scratch will do. Don't go overboard. It will help the paint adhere better and will get rid of any lumps and bumps from a previous paint job. It will take 5 minutes at the most to sand with a pole sander or sanding block.

If the paint is matte finish (flat) no sanding is necessary, but if there is any gloss present, then do as keepon' says and give it a light scratch. Or wash it down with TSP substitute to take the gloss off.
