Building new rear lane access wall....please help

Hi Guys

First property, first reno. We currently have a wall that serves as access to the rear of our terrace, its partly falling down and the existing rollerdoor is causing the wall to be unstable.

We want to remove the entire wall, rebuild it out of a concrete block, render the wall and install an electronic roller door

Can anyone suggest the first steps for something like this? Would we require council approval in Sydney as we need to extend the driveway lip on the street (kerb area) to accomodate the 2nd car. The height/length of the wall will remain unchanged. We also then want to build a skillion roof car port to shelter the two cars

Do we need a draftsman, and how are we best to approach council?

This is all REALLY new to me..
