Default need something to feather out a dip in concrete pathway collecting water

i have a concrete walk way along a side of a building that about 30cm half circle radius against the building that has about a 10mm dip in it that collects water and is a hazzard i want to take care of.
what stuff would i use on this to bring up this surface to allow water to flow away from the building and not pool there, but to allow it to feather out as well into the existing concrete?
has to last a while like many many years without the edges lifting up as well and cracking out.
the surface will be painted with polyurethane paint as well afterwards.

That stuff needs to be covered by tiles, carpet, etc.
This is what you need if it's outside and will be exposed.

i see it has a minimum thickness of 2mm, what do we do to attain this? grind the area so there is a step that is 2mm at the lowest point?
