I have a sloping back yard. I havent measured the gradient but its a nice slope. Im going to step it down by building a wall in 2 places not higher than 3 blocks say 900MM plus capping. (See picture attached) do you know whether I need permission from cockburn? The wall isnt really retaining much in fact ill grow veggies in it, but wanted to ask.

Which says:
Retaining walls less than 3m from the primary street lot boundary
If a proposed retaining wall exceeds 500mmin height above natural ground level, in addition to a building licence, a development approval must be obtained from the City ‘s Statutory Planning Service.
AND
Retaining walls 3m or more from the primary street lot boundary
If a proposed retaining wall is between500mm & 1000mm in height above natural ground level, in addition to a building licence, a development approval must be obtained from the City’s Statutory Planning Service. Generally such a retaining will be approved subject to a 1.8m high screen wall above the higher ground level.

The person doing the work and reading my advice accepts responsibility for ensuring the work done accords with the applicable law.
Looking at your pic, it seems you will be removing ground from the existing fence line (left of pic). That's going to mean possibly undermining the footings. If this is the case, is it possible to build the left retaining wall on the current ground height and get your fill brought in for the area to the right which will probably need rethinking in relation to this change.
Can any one recommend a good reasonable resource for engineers plans? I just want someone to assist with plans to submit to cockburn

most prefabricated retaining wall systems will come with an instruction booklet on how to design and construct using their particular retaining wall system. You don't necessarily have to have it engineered, but be able to prove that you are using an engineered system. Think about the what you would make it out of and then do a little research before engaging an engineer.
Take your brochure to the council and they can also advise what you need to submit to them to make it legit.
