Question Retaining Wall Drain Pipe Outlet Vented into Air in Neighbours' Land

Is that normal or standard to have Drain Pipe Outlet Vented into Air?

The outlet was in neighbours's land. Will it cause any trouble?

It's the high end for backfill drainage of that little wall. I'd say it will at some point get capped off and just kept as an inspection point.
Other words, It will be fine.
