A quick google of "shishi odoshi plans" brought up quite a few hits.
The first few at the top all seem to lead to:

I was looking for DIY designs for one of these but didnt know what they were called.
they are suposed to fill a cup until it drops, spills out the water and bobs up again, the othere end hitting a rock with a loud clack.Supposedly scares birds and deer
my kids want a japanese courtyardand want me to make one.
the bamboo can be bought from up market florists for not too much dollars.

Plenty of pics on this google image search here.
Open one of the pics for more info on them. I reckon they're pretty cool, just a little out of place in my aussie backyard
Edit: third pic on the google image search has a link to directions on making one.

Japanese gardens are for me the ultimate, they can be one of the closest things to nature if done right. I havent had a client want one yet but I did get involved in building one through a school and tafe project a few years back.
Just make sure with the Shishi-odoshi to run the pump to the bamboo tube (blocked off at one end) and connect the pivot at a point that will result it turning foreward and hitting the rock below once filled with enough water.

The neighbours will love that...
