    Default tiles on concrete steps

My mother's place has concrete steps which have been tiled over, not sure what the tiles are made of, could be terracotta? Anyway they came loose 3 or 4 years ago and I re-attached them using Landscape Liquid Nails. They are now coming loose again, it looks like some cracks have developed in the mortar lines and water has got in. The tiles are attached to the steps with mortar. Is there an easy fix to this as there is now a real danger of slipping on the steps.

Thanks Cherub, can you recommend any particular brand of tile adhesive?

If you've only got a couple to do, you can buy ready-mixed tile adhesive, but even that still comes in a minimum 10L bucket. I would have thought the construction adhesive would have lasted a little longer... unless either of the two surfaces weren't all that clean.
Too many projects, so little time, even less money!
